The Political Economy of Industrial Policy in China: The Case of Aircraft Manufacturing

This paper focuses on China's efforts to build a world-class aircraft manufacturing industry. In the first half of the 1990s, the potential of the Chinese industry to mount a competitive challenge to Western aircraft builders was largely discounted. Nowadays, the threat is taken more seriously. The growth in the Chinese air transport market has reinforced the bargaining power of national aircraft producers and authorities are giving priority to building science and technology capacity in this area. Progress in creating military/civilian synergies has proven much more modest and the overall industry still lacks effective coordination.     

论中国航天企业专利权保护的国际战略

中国已成为世界航天强国,中国的航天企业在加强内部知识产权保护的同时,要把竞争的主要精力放在专利权保护的国际战略选择上。由于在成为世界航天强国后,面对的竞争对手有强有弱,故在面对弱者实施"进攻型专利权保护战略"的同时,还要面对美俄企业实施"防御型专利权保护战略",构成混合战略,灵活运用"基本专利"和"外围专利"的组合,并大力形成"专利网"的战略等。

China's regional agricultural productivity growth in 1985–2007: A multilateral comparison1

In this study, we estimate total factor productivity (TFP) growth as well as multilateral TFP index for 25 contiguous China provinces over the 1985–2007 period. Agricultural output growth for each province was decomposed into TFP growth and input growth, where input growth was further disaggregated into contributions from growth of labor, capital, land, and intermediate goods. Over the study period, TFP growth contributed 2.7 percentage points to output growth annually, which was slightly higher than the input growth contribution of 2.4 percentage points per annum. On average, the annual rate of productivity growth peaked during 1996–2000, at 5.1%. It slowed in 2000–2005 to a rate of 3.2% per annum and declined in the most recent years (2005–2007) to ?3.7%. Differences in productivity among regions persisted over the entire period. The tendency toward faster TFP growth in relatively well‐off coastal regions may imply a widening of regional inequality.     

Willingness-to-engage in technology transfer in industry-university collaborations

Formal collaboration between universities and industries is a recent phenomenon. Currently the role of an industry-university collaboration (IUC) is to close the gap between industry and academia. This study aims to analyze the willingness to engage in technology transfer (TT) in IUCs from the three vantage points of the technology transferor (university), the technology transferee (industry), and the TT intermediary institute. This study mainly observes the pairwise relationships between influencing variables and sub-variables and willingness to participate in TT in an IUC. From the vantage point of universities, this study shows that the “transferor's incentive” and “capability of transferor” variables positively influence willingness to participate in TT in an IUC. From the vantage point of industry, the results indicate that “capability of transferee” and “incentive for establishing technological resources” have major influences on willingness to participate in TT in an IUC. From the vantage point of TT intermediary institutes, the results show that “intermediary's fundamental resources” and “intermediary's transferring process” have a positive impact on willingness to participate in TT in an IUC.

The political economy of high-tech industries in developing countries: aerospace in Brazil, Indonesia and South Africa

This paper explores the dynamics of high-tech industrialisationin three emerging countries with sub-regional power ambitionsin the peculiar case of aerospace. The focus of the analysisis on the interaction between economic and political factors,at both the domestic and the international levels. The three(initially) state-owned firms show diverging fortunes that reflectdifferences in the ability to align the ownership structureto the financial requirements of technological upgrading, toadopt modern management practices, to participate actively inthe internationalisation of global supply chains, and to garnerthe support of domestic interest groups.
